To Officially Establish the:
OREGON TUBA ASSOCIATION
PURPOSE
The purpose of this organization shall be:
To promote the image and appreciation of the
Tuba and Euphonium, their use as a means of
artistic expression, and to encourage
communication between Tuba and Euphonium
players everywhere. And, to fund
scholarships for University of Oregon
students majoring in Low brass performance
and for high school Tuba/Euphonium students
to attend band camps at the University of
Oregon or Oregon State University.

ARTICLE I - 1.0.0 Executive Council

1.1.0
|
The
Executive Council, hereinafter
referred to as “EC”, shall consist
of the officers of the Oregon Tuba
Association, hereinafter referred to
as “OTA”, and a maximum of two other
Regular Members, hereinafter
referred to as “members”. All of
whom are elected by the members at
its Annual Meeting. |

Duties
of the EC will be for the purpose of
conducting the affairs of the OTA,
within the scope of OTA's stated
purpose. |

1.3.0 |
The EC
shall solicit a qualified
conductor/director, who will operate
under the supervision and authority
of the EC. |

1.4.0 |
The EC
shall hear and be the final
authority on suggestions and/or
complaints submitted by members of
OTA. |
|
1.5.0 |
Duties
and qualifications of the
conductor/director shall be, but not
limited to: Presiding over assigned
rehearsals and performances, setting
standards of musicianship,
showmanship and rehearsal decorum,
conducting auditions for prospective
performing members, selecting music
for performances, assignment of
parts and enhancing the sound and
capabilities of all OTA performing
groups. |

The OTA
authorizes its EC to establish and
supervise performing groups, from
within its members name: Oregon Tuba
Ensemble, or variations of that
name. |
ARTICLE
II - 2.0.0 RULES
|

2.1.0 |
All
meetings of the EC and/or its OTA
members shall be conducted under
Robert's Rules of Order. |
ARTICLE
III - 3.0.0 Officers and Duties
|
|
3.1.0 |
Officers
of the OTA shall be: President,
Vice-president, Secretary and
Treasurer. |
|
3.2.0 |
The
President shall preside over all
meetings of the EC and/or the OTA. |
|
3.3.0 |
The
Vice-president will assume the
duties of the President in his
absence. The vice president may
perform other duties as required by
the President. |
|
3.4.0 |
The
Secretary shall record the minutes
of both the annual meeting and the
executive council meetings, and have
them all available to read at every
meeting. In absence of a Treasurer,
the Secretary may assume those
responsibilities upon
request of the President. |

3.5.0 |
The
Treasurer shall keep an accurate
accounting of all receipts and
disbursements of the OTA; will
review the current financial status
of the OTA during any meeting of the
EC, upon request by any member
thereof; shall have present, and
report on the financial status of
the OTA at the annual meeting of the
association. |

3.6.0 |
Officers
of OTA are ex-officio members of all
standing committees. |
ARTICLE IV - 4.0.0 Annual Meetings of OTA
|
4.1.0 |
The
Annual Meetings of OTA shall be held
during the first quarter of a new
year. The Secretary, under signature
of the President, shall notify all
members as to the time and place of
this meeting. Notice will be in
writing and postmarked not less than
thirty-days prior to the annual
meeting. |

4.2.0 |
Purpose of this meeting shall be to
elect Officers of the OTA and to
elect two (2) Executive Council
members from the OTA members, and to
report on the affairs of the
association to its members. |
|
4.3.0 |
Annual meetings are open to all
members. Only members whose dues are
current are entitled to vote. |
|
4.4.0 |
Installation of Officers shall be
the final order of business prior to
adjournment. |
ARTICLE V - 5.0.0 Quorum
|
5.1.0 |
Executive Council: With all EC
members having received advance
notice, a quorum for conducting
meetings shall be the presence of a
majority of the OTA officers. |
|
5.2.0 |
Meetings
of OTA members: A quorum shall be
the presence of a majority of the
OTA EC and five (5) non-officer
members present during the meeting. |
ARTICLE VI - 6.0.0 Standing Committees
|
6.1.0 |
The
EC may create such standing
committees as deemed necessary in
the interest of OTA. Members only
may serve on Standing Committees.
Expenditures must have approval of
EC. |
ARTICLE VII - 7.0.0 Special Committees
|
7.1.0 |
The
EC may create such special
committees as deemed necessary in
the interest of OTA. Only one
non-member may be among those
appointed to each committee.
Expenditures need approval of EC. |
ARTICLE VIII - 8.0.0 Membership
|
8.1.0 |
Membership is by invitation of the
EC. The EC or the Director can
request an audition before the
director to perform in an ensemble. |
|
8.2.0 |
Supporting Membership is available
to individuals who do not perform
with the ensemble, but wish to be
supportive of the OTA. Supporting
members may not vote or hold office. |

8.3.0 |
Annual dues are a condition for
membership |
|
8.3.1 |
Dues
for regular members shall be $10 per
year. |
|
8.3.2 |
Dues
for supporting members shall be a
minimum of $5 per year. |
|
8.3.3 |
Dues
for any class of member may be
waived with approval of the
Executive Council. |
|
8.4.0 |
The
Membership Roll is not for sale or
for public disclosure. |
ARTICLE IX 9.0.0 Use of Funds
|
9.1.0 |
There
will be no salaries or wages paid to
members for serving on the Executive
Council. |
|
9.2.0 |
Checks
for more than $99.99 drawn on the
account of OTA shall bear two
signatures, that of the treasurer
and one other officer of the OTA. |
|
9.3.0 |
No debt
shall be incurred by OTA without
available funds to remit payment in
full. |
|
9.4.0
|
Upon
dissolution of the OTA, any and all
remaining funds will be given to a
school-of-music Scholarship Fund at
a University/s of the Executive
Council's choice. |
